Abstract

After 2003, a phenomena that the economic arena had not seen in a long time, connected to the migration of foreign employees, occurred on the Iraqi labor market, given the unexpected scarcity in the economic sectors, notably the service ones. The economic movement in the private and mixed sectors was almost halted; it did not see a turnout from foreign workers at the start of the phenomenon, but it has since increased, and it has become an economic weight, especially for those whose presence is of no use in terms of actual national production. The presence of these workers is necessary in order to achieve economic balance in the labor market and to qualify some numbers of unemployed to fill vacant jobs, particularly in rare professions, and for this reason, the research aims to shed light on the areas of imbalance in order to put them in the hands of Iraqi policymakers and relevant authorities to develop an economic vision that contributes to the solution of the problem.
