Abstract

The problem of the research is summarized by the exacerbation phenomenon of erosion in human capital in Iraq after 2003 as a result of the financial policy trends represented by the continued acquisition of military expenditures on a share of up to a quarter of the general budget allocations at the expense of other sectors such as health and education, in addition to the focus of this policy on investment in the oil sector and the neglect of other sectors. The main production and production elements affecting the production process . The research assumes that the rentier orientation of economic policies has led to neglect of the main production sectors and weak investment in human capital, which has led to high rates of poverty and unemployment and a decline in health and educational indicators, which has led to a widening and deepening of the erosion in human capital in Iraq.The results of the research indicate that the rise in poverty and unemployment rates, and the decline in levels of health and educational indicators after 2003, was accompanied by a continued rise in the volume of military spending. The study recommended the need to create sufficient financial space to cover the needs of human capital in Iraq and raise the efficiency of spending on the health and education sectors.
