Abstract

The research problem of corruption in developing countries in general and Iraq in particular for the period from 2004 - 2011, which stated that the problem of corruption is a global phenomenon as there is no state or society free of corruption and that this bad phenomenon spread in developing countries more broadly than it is in the States advanced, and the reasons for this are many, for example, dropped the standard of living in most developing countries in addition to the lack of economic and political stability in developing countries unlike developed countries, which is characterized by the level of my pension good and stable economic and political in Iraq is the phenomenon of administrative and financial corruption old phenomenon emerged since the founding of the first Iraqi government in the twenties of the last century as hit the administrative and financial Iraqi particularly in public institutions, though to varying degrees, they have spread widely in state institutions as from 1980 onwards due to wars that have passed on the Iraqi people and the siege imposed on him as of 1991 and beyond, which led to the low level of living of the Iraqi people in general, making a lot of state employees accept bribes or they embezzled public funds to satisfy their basic needs, and exacerbated this phenomenon after the occupation in 2003 so that the general phenomenon in most departments and state institutions, which has encouraged this phenomenon is not and a strong law punished corrupt, or because there are influential forces in the country to protect them from this punishment The research is divided into two sections as follows : First topic :The concept and types of corruption, its causes and its effects in developing countries in general .The second section addressed the reality and extent of corruption in Iraq and the economic and social effects of the period (2004 - 2011) and ways to combat it .Finally came the most important findings of the researcher of the conclusions and the recommendations it deems appropriate in this topic and then a list of Arab and foreign sources.
